Appointment of Directors

Today our 100% shareholder, Christchurch City Council has appointed two independent Directors on to the Board of CCHL, and confirmed Alex Skinner as the Interim Chair. Michael Rondel Michael is a Fellow of Chartered Accountants Australia New Zealand and has over 28 years' experience in New Zealand and overseas in providing professional services to medium to large-sized corporate, public sector and not for-profit entities. He leads the audit division at BDO Christchurch and is National Technical Director for Assurance for BDO NZ. He has considerable audit and assurance experience in the Public Sector and in particular the Education Sector, as well as the Manufacturing, Software Development, Agri-Business and Not-for-Profit Sectors. Michael is also experienced in group audit and reporting engagements acting as Partner on a number of group audits both at the parent/group and subsidiary/reporting-entity level. Michael has only recently retired from being an Independent Member of the Christchurch City Council Audit and Risk Committee, a role he had held since 2014. This role has allowed Michael to have a good understanding of Council and our key risks, and our commercial entities. Barry Bragg Barry is a Fellow of the NZ Institute of Chartered Accountants being a member since 1993 and a member of the NZ Institute of Directors since 2007.Barry has had an executive career at Solid Energy NZ Limited ending in 2013, with the last 9 years as Chief Operating Officer where he was responsible for all consenting, development and mining operations in NZ, long term logistics contracts with KiwiRail and Lyttelton Port of Christchurch, domestic marketing and international marketing in South Africa, Australia, Asia, Europe, North America and South America. Barry began a governance career in 2002 involving minerals industry associations, the Canterbury West Coast Air Rescue Trust and various international commercial joint ventures. He joined Ngai Tahu Property in 2009, became Chair in 2012 and became Chair of Ngai Tahu Farming in 2019. Throughout his involvement with Ngai Tahu, he reported to the Chair of Ngai Tahu Holdings Corporation being the portfolio manager of the Group. Since 2013, he has been involved at Director or Chair level in a multitude of companies in the public sector, iwi sector and private sector in health, construction, property, farming, minerals/mining, construction materials, finance and advanced materials. Since March 2021, Barry has been the Chair of Te Kaha Project Delivery Ltd. In this role he has worked closely with the Council, requiring regular engagement with and understanding of Council processes to ensure the continued delivery of this key asset for the city. Alex Skinner Alex has been an Independent Director on the CCHL Board since November 2016 and also chairs the Audit and Risk Committee. He is a full time professional director with governance roles across multiple sectors. CCHL Strategic Review The Council has confirmed that all three appointments are for a period of up to 12 months only, to allow for the completion of the CCHL Strategic review. In December 2021, Christchurch City Council issued CCHL with a Letter of Expectations where it asked CCHL to consider the role of CCHL and to reflect whether its original core purpose and objectives are still relevant after 30 years of existence, in light of the current environment, the city's experiences over the last 10 years and the current and future national and global challenges we are all facing. The review will consider the CCHL governance structure however it does not include a review of the CCHL model or Holdings structure. Christchurch City Council has appointed Northington Partners as their independent advisors to undertake this review. Andrew Turner Andrew, who is currently a Councillor Director, has been requested to remain on the Board following the Local Government elections as an Independent Director for a period of three months to help with transition.
